Trump's Woke Alarm Overlooks The Continent's True Danger: Technological Decline.

Donald Trump's national security strategy presents a misguided view of the European Union. It claims that unrestrained immigration and what it terms "progressive" policies represent an grave threat to European civilization. Yet, this argument rests on a fundamental misinterpretation of the situation. The actual danger confronting the EU is not cultural but economic and technological lag.

A Glaring Growth Divide Between Europe and the US

The data reveal a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, while a paltry thirteen and a half percent increase for the EU. During this time, European income per person dropped from 76.5% to just half of the US level. Strikingly, even Mississippi now has a higher per capita income than major European economies like Italy and France.

Today, about half of the global 50 largest technology firms are American, while a mere four are European.

The Innovation Shortfall: A Critical Question

This widening disparity stems from stronger productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The landscape of world technology leadership is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into companies valued at over ten billion dollars, versus only fourteen in the European continent.

This gap raises a vital question: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU positioned? Experts widely agree it is largely a contest between two involving the US and China, with European nations starting at a significant handicap.

Underlying Factors of Europe's Technological Lag

Several key reasons account for this technological divide.

  • Venture Capital: The United States has a much more robust and more dynamic network for funding startups. The EU still lacks a true capital markets union, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can introduce a service under one set of laws to access a consumer base of over 330 million. The European Union, despite a larger population size, is divided among 27 different national regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, business failure was once met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, one can find reasons for optimism. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Notable reports on EU competitiveness and the single market point to the need for major reforms.

Given appropriate policies and rule changes, these assets could support much higher degrees of business-led breakthroughs.

Europe retains significant strengths: skilled human capital, excellent schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these elements could unleash a new wave of venture creation.

Importantly, even if Europe does not take the lead in developing cutting-edge technologies, it can still significantly boost productivity by adopting and adapting innovations from elsewhere.

A Critical Juncture

The European Union now faces a decisive crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, the continent's slide in innovation has been gradual. However, without bold steps to tackle its structural weaknesses, today's slow erosion could give way to a rapid and permanent loss of global economic relevance.
